the measurement is mostly useless because it's anechoic, and changes in the car, and in a box.. not to mention most audio source material is filtered at 20Hz and 20KHz, and you'll cross over the drivers before they run out of their frequency range to avoid other issues like cone flutter.
For a 15" sub, cross it over around 50-60Hz. no higher, or it'll flutter and sound "boomy" or "loose."
the chart would say it'll play to 200Hz, but don't bother trying it.
as far as how deeply it'll play.. look at the sub's Fs. If it's a ported box, you don't want to tune the port below the Fs of the driver anyway, and then you'll filter at that point too, in order to prevent the sub from unloading.
If the box is sealed, it should go to about 10Hz flat with cabin cain factored in so that's not much of an issue either.
