I had to have AMEX Block made2own from charging my card, because even though the entire time we were with them I never had autopay. They decided after we left, to enable that. They were a bunch of crooks.

How much do you pay for web service? How large is the forum? I have a friend who gives me free server space. Maybe I could move the forum there, then it won't cost you anything.
