OK,
I've made it so for donators it regenerates at 15 and for non donators it regenerates at 10 every 15 minutes.

it was set at 10/5 every 15 minutes

I've also added more cash to some of the inactive players, so now it's just finding which ones and profit.

Did you get an email with a validation link?
It looks like it wasn't clicked, but I've went in and manually done it. Give it a try now
