first of all, what do you mean by in and out? you mean off and on? or getting quieter then back to normal?

Well the speakers will turn off when the volume is turn up a little. I mean the only thing after they go off is the subs. TO get them to turn back on i have to turn radio off for a few sec and the the speakers will come back on after i turn radio back on.

I have done every thing to try to fix it! But nothing seems to help thats why i was going to buy a EQ.

i was going to buy a EQ.
You should've said gettign a free EQ then :)
I would check you're wiring. Might have something crossed wired at a wierd ohm load. And at low volumes it will play but when you turn it up the HU goes into protection.

Well you see i dont trust anyone at my audio place to fix it because they hire alot of punk kids in there. I'm not part of the instalation im sales so thats why. thanks for all you help!
